As part of its pre-upload error check, ARP Upload now attempts a connection to the US SSA Website. If the connection is achieved, the latest release of valid SSN group and area numbers are downloaded. These lists are then used to validate each SSN in the file. If the connection fails, a message is displayed alerting you to the failure, but the rest of the error check will proceed.

If your system consistently fails to achieve this connection, it's possible that your network administrator has implemented a URL filtering utility which prohibits connections to certain sites. This ban can be excepted from the setups of most URL filtering tools. Have your local IT person attempt to "white list" the following URL: http://www.ssa.gov/employer/ssnvs/highgroup.txt

Addition of the Roth 403B feature necessitated a change in the structure of the ARP Data Table. Those who import payroll data from their Payroll software using the ARP Mapping Utility must open that utility (Transfer | Import Data, then click <Map Fields>. Any values in the column headed "DbfFldNum" greater than 25 must be incremented by 1. If you import the sum of all Employee Pre-Tax contributions as one amount, then Employee Pre-Tax Contributions which were once mapped to DBF Field Number 22, Elect101, must be remapped to Field Number 41, Tot101.

ARP Data Manager Version 2.8.2 Build 61

A new button appears on both the ARP Data Manager and ARP Upload next to the Help Button. Clicking it and confirming the information message opens your web browser to the LogMeIn123 web page for assistance from your ARP Support person.


General Note for ARP Upload

The upload address in now arp.nadadventist.org. We no longer use an IP Address because these tend to not be static whenever firewalls and/or proxy servers are involved.

There have been some locations (so far only educational sites) who've been unable to connect to arp.nadadventist.org for the upload. Apparently part of the address is trapped by a URL filter commonly used in educational environments.

This address can also be "white listed" for your URL filtering as described above under Version 2.8.1.

The ARP Upload Dialog contains a Checkbox, "FTP Passive Connection". It is checked by default because connection to the NAD FTP Server can be achieved most easily in passive mode. If your connection attempt fails, you might try unchecking it, then repeat the connection attempt.


ARP Data Manager Version 2.9.0

Calculations of Employer Basic and Matching Contributions have been modified to incorporate the changes voted at NAD Year-End 2007. Employee contributions considered in calculating the Employer Match include Elective Deferral, After Tax, and Roth 403B.


Calculation of Employer Match

With the implementation of the changes voted at NAD Year-End 2007, the Employer Match Calculation has become far more complex. The Employer Matching Contribution is calculated as follows:

M = A x W

A = the lesser of -- ((E + T + R) / W) x P
or
V x P x B

Where M = Employer Matching Contribution ($)
A = Applied Match Percent (%)
W = ARP Gross Wages ($)
E = Total Employee Elective Deferral ($)
T = After Tax Contribution ($)
R = Total Roth403B Contribution ($)
P = Employer Match Percent of Voluntary Deduction (%)
V = Voluntary Percent of Employer Basic (%)
B = Employer Basic Contribution Percent (%)

Inasmuch as both formulae for deriving the Applied Match Percent use two or more decimal numbers, rounding is done only at the final calculation for M, Employer Matching Contribution ($). Therefore, performing test calculations using any other rounding methodologies may produce results which vary from those of the ARP Data Manager by a few pennies.


Error Checking

The error check algorithm is the same now for ARP Data Manager and ARP Upload. The rules have been tightened considerably for Status Codes and what, if any, contributions are allowed for each code. This change was necessitated because of recently discovered methodologies at AIG with the benefit of fewer errors finding their way to NAD ARP resulting in fewer delays in getting payroll files processed.


Contribution Factors

The <Factors> Button now brings up a dialog containing the calculation factors by year. The factors have been entered for each year through July 1, 2011.


Pay Data Page

The Pay Data Page now contains a field for Payroll End Date. The value is automatically set based on your last used Pay Frequency and PayRoll Date, if available. If not available, the current system date is used. You should check and set this date first whenever you open the ARP Data Manager. The Factors used in calculating basic and matching contributions are now date driven, and if your Payroll End Date happens to be in the wrong year, your contributions will not be calculated correctly. A Payroll Date more than 31 days in the future will trigger a warning from the Error Check Algorithm. A Payroll End Date in a previous year more than 45 days in the past will return a fatal error.

The Pay Data Page also contains a checkbox, "Override Calculations" in the Contributions Group just under the Employer Matching Amount. When this box is checked, you can manually enter values for Employer Basic and Matching amounts, and the calculate algorithm will not recalculate those values.


ARP Data Manager Version 2.9.1 and ARP Upload Version 3.0.1

Error Check: Employer Basic Contributions are now allowed for disabled employees with status code of "D"; however, no employee contributions and no employer match are allowed.


ARP Data Manager Version 3.0.1 and ARP Upload Version 3.1.1

Error Checks: A problem had arisen whenever a value in the Z Record (Checksum Line) of the ARP Upload File exceeded the capacity of an integer variable. This update corrects that problem.


ARP Data Manager Version 3.1.0 and ARP Upload Version 3.2.0

ARP Data Manager Pay Data Tab: To allay confusion, "Payroll End Date" has been changed to "Pay Date". The date entered here should be the date the employee's pay is available to spend.

Error Checks: The Hire Date must always be after the Birth Date. Otherwise a FATAL ERROR will be generated.
The only organizations who may properly provide a Compliance Group code of "M" are the GC Mission Service and Guam Micronesia Mission. A fatal error will be generated for any others attempting to use the Compliance Group code of "M".


ARP Data Manager Version 3.1.4 and ARP Upload Version 3.2.3

Corrected: An issue which generated an error when switching databases in the ARP Data Manager.

Following installation of this update to ARP Data Manager and ARP Upload, future updates to the ARP software will be semi-automatic. Each time you run either program, it will check the NAD ITS web site for updates. If an update exists, it will be downloaded to a child folder of the ARP Program. You, the user, will be notified that an update has been downloaded and encouraged to run the applet whose icon will appear in the Tray of the Windows Task Bar. After closing the ARP Data Manager and/or ARP Upload, right-click the icon and select <Install ARP Updates>. Your ARP software will then be updated.


ARP Data Manager Version 3.1.5

Corrected: A problem with the Payroll Summary Report. The report had been printing only that data contained in the [Default] database, so whenever a different database was in use, the report was incorrect.


ARP Data Manager Version 3.1.6

Corrected: A problem related to the one corrected in Version 3.1.5. Whenever the database was switched to other than the default database, interactions continued to be with the default database. This version carries the correction of Version 3.1.5 through to all parts of the program.


ARP Data Manager Version 3.1.7 and ARP Upload Version 3.2.4

A Change of FTP and Web Servers and their locations has necessitated changes of hosts for the Upload and for update connection.

Changes in methodologies described during the HR Conference in April have been implemented; i.e., Federal Wages must be reported as Year-to-date and net of all exclusions including parsonage. Therefore, the "Taxable Wage is Net" field has been removed from the Pay Data Tab of the ARP Data Manager. The "Federal Wages are Year-To-Date" field has been removed from the Batch Identification Dialog.

For users of the ARP Upload only (your payroll software creates the ARP Specification Upload File), these changes will have no impact on your upload.

The most noticeable change to the ARP Data Manager and ARP Upload is the replacement of buttons along the top of the forms with main menus. An additional attachment to the email announcing this release provides cross referencing of buttons to menu items.

Foreign address can be entered in the same manner as US addresses. The error check algorithm no longer requires that the Zip / Postal Code be all integers, so Canadian Postal Codes can now be entered. The country field is back on the Personal Tab of the ARP Data Manager, and the columns still exist for it in the ARP Upload File Specification, Columns 186 - 215, originally known as Country, changed to FillerC1, now changed back to Country.

ARP Data Manager Version 3.1.8 and ARP Upload Version 3.2.5

The new disability status codes as described in the webinar of 5/20/2010 are implemented in this release. The Status Code Drop-down in the Employment Page of the Date Manager has been modified so the code is now displayed to the left of the status description.

The error checking algorithm will now examine the Loan ID string to ensure that, if there is a loan, its ID string is LEFT zero filled.

New Feature: Small, ad hoc tables can now be populated one record at a time. First, create a new database using the Databases Menu choice. Select the record you wish to copy in the current database. Click Process | Copy Record. In the Copy Record Dialog select the database to which you want to copy the record. Click OK. The copy is accomplished unless the record already exists in the target database in which case you'll get a message that the record exists.

General Notes

All Checkboxes

The purpose of a Checkbox is to indicate a True or False condition. Checked indicates True; unchecked indicates False. Please look carefully when determining whether a checkbox is checked. A checked checkbox (True) contains a dark black check mark. An unchecked checkbox (False) contains nothing; i.e., it is blank. A gray check mark in a checkbox is a null value; i.e., neither checked nor unchecked, and the program treats it in the same manner as unchecked (False).

Payroll Run Reference (RunRef)

The Payroll Run Reference, a 3-character alphanumeric string which can be entered in the ARP Batch Identification Dialog, should now be maintained in the Databases Dialog. Assign one unique Run Ref to each of your payroll databases. The Run Ref can still be entered in the Batch Identification Dialog, but it's better to assign it in the Databases Dialog where you can also see any others that you have created. Each of your unique payroll types should be assigned a likewise unique RunRef. Once a RunRef is assigned to a payroll type, do not change it.

Installing on Windows Vista and Windows 7

Borland Database Engine (BDE) based software (ARP) will run on Vista and Windows 7, both 32 and 64 bit, but several very specific criteria must be met:

The only configuration in which ARP Data Manager and ARP Upload have been installed and run successfully under Windows Vista / 7 is for the person whose workstation it is to be part of the Administrators Group. Any attempt for a person of the Administrators Group to install for a user who is not part of the Administrators Group has failed.

Follow the prompts of the Windows Installer. You may be prompted several times whether to cancel or allow running a program from a publisher unknown to Windows. Simply click <Allow>.

At one point during the Install, it may appear to have frozen. Check your Task Bar for an icon, "Merge Error". If one is visible, click it. Click OK to the message, "Unable to merge new configuration...", then click <Finish> to close the Installer. The triggering of the Merge Error message appears to have no adverse impact on running either the ARP Data Manager or any of its modules.

Two shortcuts are now on your desktop, "ARP Data Manager" and "ARP Upload". Right-click the ARP Data Manager shortcut. Select "Properties" from the pop-up menu. Click <Advanced> on the Shortcut page. Check the <Run as Administrator> checkbox. Click <OK> to close the Advanced Dialog. Click <Apply> and <Continue> to authorize the change as Administrator (twice), then <OK> to close the Properties Dialog. ARP Data Manager should now launch and run normally

If you are setting up ARP on a new or different computer, select Full Install Set.
If you simply need to update an existing installation, select Update.

For this release, the updates to the ARP Data Manager and ARP Upload are contained in a compressed file "ARP318.zip". In response to the dialog, click <Save>. Save the Zip file to the folder from which you run ARP Data Manager (the default folder is c:\program files\nadits\arp). Once you've saved the zip file, open your Windows Explorer, navigate to the folder to which you saved the zip file. Right-click the file name, ARP318.zip, and select "Extract All...". Follow the dialogs to extracting to the folder from which you run ARP Data Manager. Confirm by clicking <Yes> to overwrite the existing executables. After clicking <Finish>, your update should be installed.

If your payroll software is APS, you should download and install the LIBRARY (link immediately above). The default folder for its install is C:\Program Files\Seventh Day Adventist\APS. If this folder is not correct for your APS executable, then during the install process you must redirect the install to the correct APS working folder.
